Targeted Consultation
We are conducting a targeted consultation from 23 June 2026 to 23:59 on 26 July 2026 on specific changes to our proposals for the Humber Carbon Capture Pipeline.
Thank you to everyone who took part in our statutory consultation for the Humber Carbon Capture Pipeline (HCCP) Project between 29 October and 17 December 2025.
The feedback from that consultation is being considered and we are undertaking further technical work.
Where possible we are looking to reduce the Order Limits (the maximum extent of the Project or ‘red line boundary’). Maps showing our final Order Limits will be published when the Development Consent Order (DCO) application is accepted for Examination in early 2027.
However, we have identified the need to make some changes which fall outside of the draft Order Limits we consulted on, or involve new works not included in the previous consultation. We are writing to landowners and stakeholders affected by these changes and will be inviting them to comment as part of a targeted consultation which will run from 23 June 2026 to 23:59 on 26 July 2026.
In cases where we will be making other minor changes (for example, adjustments to the route of the proposed pipeline) but these fall within the draft Order Limits, which we consulted on in 2025, we will not be undertaking further consultation. These changes will be published when the Development Consent Order (DCO) application is accepted for Examination in early 2027.
These changes included in the current targeted consultation fall into two main categories:

Additional land required for temporary construction activities, drainage works and access
Based on consultation feedback, landowner discussions and additional technical work we have identified a number of locations where the Project requires land which was not previously included in the draft Order Limits presented at statutory consultation stage. These areas of additional land are required to enable activities such as temporary construction, drainage works or access improvements.

Additional permanent switchgear houses for power supply
Based on our evolving engineering design we have identified two locations north of the Humber, within the East Riding of Yorkshire, where we would need to construct additional permanent structures and associated access and parking. These are related to the installation of two power cables to take electricity to the Pump Facility. These structures were not shown on our statutory consultation maps (but fall within the draft Order Limits shown at statutory consultation stage) and were not described in our Preliminary Environmental Information Report (PEIR).

Environmental effects of these changes
At statutory consultation stage we published our Preliminary Environmental Information Report (PEIR). The changes on which we are now undertaking targeted consultation do not alter our preliminary assessment of potential impacts presented in the PEIR and are not likely to result in any additional significant effects.
The changes will be fully assessed in our ongoing Environmental Impact Assessment (EIA) and reported in the Environmental Statement (ES), which will be published when we the Development Consent Order (DCO) application is accepted for Examination.

Other minor refinements
In addition to the changes detailed here we are making some other more minor additions to the draft Order Limits published at statutory consultation. Where these changes are very small we have not listed them here and we will not be consulting on them. For example, we will not be consulting where Order Limits have been adjusted to enable a junction bellmouth to be widened very slightly to improve visibility and provide safe access, but where this does not affect new landowners nor impact on land use or activities. Similarly, we will not consult where the Order Limits are being marginally changed to better map the underlying geography.
